Following a national recruitment drive, the North Northamptonshire shadow authority formally approved four key appointments on Thursday, 17th September.
These are key statutory positions, which will play important roles in the success of the future North Northamptonshire Authority and build on the appointment of the new Chief Executive, Rob Bridge, announced in August.
These were recommended by the Shadow Council’s Senior Appointments Committee, who developed an open and robust selection process with Councillors and involved valuable feedback from stakeholders across health, police, partners and the voluntary sector.
Janice Gotts has been appointed to the role of Director of Finance and Statutory Section 151 Officer (Chief Finance Officer). Janice is currently the Deputy City Treasurer (Deputy s151 Officer) at Manchester City Council. Janice brings with her a wealth of experience in the public sector, working for over 30 years in both local government and the NHS. She has in-depth knowledge of local government finance and service delivery, as well as the political environment and regulatory framework within which it operates.
The committee recommended that Adele Wylie be appointed to the role of Director of Legal and Democratic Services and Statutory Monitoring Officer. Adele is currently the Director of Governance & Regulatory Services and Monitoring Officer for Melton Borough Council. She brings a wide range of management and leadership experience, as well as playing a lead role in transforming services.
David Watts is appointed as Director of Adult Social Service and Statutory DASS officer. David is currently the Director of Adult Services (DASS) for the City of Wolverhampton Council. He is an experienced director in local government with a national profile, as well as a qualified social worker with over 20 years’ service in adult social care.
Cathi Hadley will take up the role of Shared Director of Children’s Services and Statutory DCS (joint with West Northamptonshire Council). Cathi is the current Director of Children’s Services for Northamptonshire County Council and has been leading the improvement agenda over the last 10 months. She brings a wider range of both social care and business skills to the role and has worked with Hampshire and Isle of Wight Councils and spent time in provision of fostering services.

“I’m pleased to announce these four senior leadership team appointments, in a significant step towards establishing the new North Northamptonshire Council. It will enable Members, supported by the recently appointed permanent Chief Executive, Rob Bridge, to drive forward what is needed to successfully transition to the new unitary authority on 1st April 2021.”
The recommended appointments were presented at the North Northamptonshire Shadow Authority meeting on 17th September, with papers published on 9th September which can be viewed here.
North Northamptonshire Council is a new unitary council being formed as part of local government reorganisation in Northants.
